But I am stabbing a guess about that. It may have been a needless extra step in your situation; or, perhaps your Stake President was dotting some "i's" twice.

Or--26 years ago, there may not have been a provision to "resign": to leave, you had to "request excommunication", which would have had to have been reversed by a subsequent ecclesial court. 

Don't want to speculate about your situation more than is fair to your own privacy and discretion. 

I needed to be approved by the 1st Presidency.  I did not resign to elude a court.  I sent a request to have my name removed in Nov 1989.  They held a Church Court in March 1990.  I did not attend.
