While not addressing all potential areas of conflict, the bill both gives protection in housing and employment, while giving protections to churches, small landlords/employers, and the Boy Scouts.

It's questionable that the housing and employment protections were really necessary or at least unlikely they were necessary and the Boy Scouts had already been protected, so that leaves who being protected...oh right those that want to discriminate because of deeply held beliefs like baking wedding cakes.
