So as Im reading Will and MM's threads on scroll length, I noticed the claim that the only two people to measure the actual papyri and it's windings were Gee and Cook. What measures did Cook(whoever he is) come up with?

To my knowledge, Andrew has never measured the papyri. However, Christopher Smith did visit the Church History Library last November, and was granted some time with the papyri, during which he supposedly measured the "winding lengths" of the scroll of Hor.

As I understand it, Smith and Cook are collaborating on a paper about these things.

Professor Gee has measured the papyri.

On February 5th, I (and three others) performed a comprehensive set of measurements on the entire collection of the Joseph Smith Papyri, including the scroll of Hor.
