It is basically an application of common-law marriage to Quebec because Quebec unlike all other Canadian provinces operates under the Napoleonic Code which has barriers to common law marriage. The only US state that operates under the Napoleonic Code is Louisiana and I have no idea if they have some kind of common law setup. Recognizing couples as defacto married for legal purposes probably helps genealogy more than it hinders it. You have more records establishing that people are married.
