When Temple Plans Become Finalized Dot Dot Dot

So, let's say your city is announced in General Conference to get a Temple built. Let's say that it takes awhile for the city and Church to come to some agreement as to location, zoning and all that stuff. When all that is finalized what happens next? Does a General Authority come to the next stake conference and says okay everything is set for the Temple and it will be built at this location and the groundbreaking is this date or is all that handled by the Stake President at a special stake meeting or stake conference?

IME, it is announced by the First Presidency, with plenty of local leaks at or around the same time. Often the land has already been acquired (sometimes by donation) before the temple is announced.

The temple is not announced until after the location and city approval is in place. That is how it occurred in Vancouver. The local authorities identified a number of locations to show to President Hinkley. President Hinkley and Pres Monson came to the Langley chapel to begin the tour but Pres Hinkely advised the driver to go up a different direction. They drove up the hill a few blocks Pres Hinkley advised the caravan to stop. He got out, pointed at a plot of land and announced that this would be where the temple was to be built. The owner was found and gave immediate approval. The proposal was then given to the City and was given tentative approval, and the following conference the temple was announced.
The first public visit by a general authority was for the ground breaking but this was by invitation only. Announcements were made over the pulpit about what was needed to prepare for the coming temple, such as training for temple workers, and volunteers for various other projects.

here, they announced the Temple as you know and then so 18 months later they still don't have a plot of land and the city hasn't approved anything as far as I know. yet! joy of joys I know that the next stake conference is all about Temples and so I am wondering if they are going to announce anything but I haven't ever been involved in anything like this so I am curious as to the process

I was hoping your opening post meant that everything was finally in place to break ground on the temple. I'm sorry to hear that is still not the case.

Oh that's right. I suspect that the problem is that God knows where it needs to be and He is just waiting for those at the local level to get on board or be replaced by someone who is more open minded. We had the advantage of having very influential people talking to higher authorities so perhaps that made a difference. If you want, I can come out and throw my authority around. Of course, I don't know if tossing my wife at them would change things. It would certainly bring an end to my marriage and quite possibly my own life.

is there a way to find out if a city has been asked for approval? like for...um...random example...er....here where i live in casper wyoming?

Quite a stir was made about five years or so ago when the Church bought a huge amount of land near my town in rural Arizona (ca. 45,000 people). There were already three buildings for the stake, and the amount of land was h-u-g-e. There was speculation that it might have been for a "BYU Southwest" ----- the location is between the Phoenix and Tucson metropolitan areas, with a state highway running through (which is travelled by people going to San Diego) and is near a large interstate. Thus, making a perfect location for Arizona, SoCal, Nevada, and New Mexico Saints. We were giddy thinking about the economic boom of becoming a college town.
Turns out, it was just a land investment, pure and simple, with no intent to build or do anything with except sell later for a lot of money (per Bishop Burton, at our December stake conference).
I still think it would have been a good idea . . .
